This Noise....

I have a 99 jetta 2.0 when I got it from a used dealership I noticed a loud whisling noise about 2 months later, there is no hole in my exhaust, even my local auto care couldn't read the code from the computer, so they directed me to the VW dealership, which they would charge an arm and a leg. Does anyone know on top of there head what it could be? everytime i hit the gas, the NOISE GETS A BIT LOUDER. :(
